The State Park system throughout the midwest is pretty consistent with this one law:
I'm not sure this is what the writers of that law meant:
The dog IS on a leash. The LETTER of the law is being followed, but is the essence of the law?

I can't tell you how many times I've seen that one. I like to run at the track and have a problem with dogs who like to run at the track as well.
